The state of Maryland requires every rideshare driver to get a Transportation Network Operator (TNO) license and vehicle permit. Lyft submitted an application for a TNO license on your behalf, and the Maryland Public Service Commission (PSC) rejected it. As a result, you will not be able to pick up passengers in the state of Maryland.
The PSC must approve your TNO license application before you are eligible to pick up passengers in Maryland again. Lyft cannot assist you here - you must reach out directly to the PSC to resolve this issue.
